The radical Bolivarist Revolutionary Movement (MRB) accused high-level military leaders of corruption, especially profiteering through drug traffickers, and helped foment mid-level military unrest against Venezuela's government under President Carlos Andres Perez (1922-). In February 1992, rebellious officers briefly seized the paratroopers' base in Maracay near Caracas, the capital, before being overpowered by government forces. Another rebel faction then took control of Maracaibo before also being crushed, and 133 officers were arrested on insurrection charges. Afterward, an investigation began concerning armed forces' corruption, and some political and economic reforms occurred.
